Mỗi chiếc có kích thước tầm khoảng 5cm, vỏ bánh làm bằng bột mì khá mỏng. Nhân được gói chặt bên trong, gồm thịt và một số loại rau củ băm nhỏ, ướp gia vị vừa ăn.

Cho một lượng dầu vừa đủ vào chảo. Đặt vào bánh xếp vẫn còn đông lạnh. Chiên bánh ngập trong dầu sôi ở 160 – 170oC trong khoảng 3 phút cho đến khi giòn vàng đều

Cho 3 muỗng dầu ăn vào chảo chống dính. Xếp vào chảo bánh còn đông lạnh, tách rời nhau một khoảng cách nhất định. Chiên với lửa vừa trong khoảng 8 phút, lật 2 mặt bánh liên tục mỗi 2 – 3 phút đến khi 2 mặt bánh có màu vàng nhẹ

Cho nước vào nồi hấp và đun sôi. Khi nước sôi, đặt bánh xếp còn đông lạnh vào và hấp trong khoảng 8 phút
