In a time before the battles of the Last Alliance in the Second Age, there was a kingdom that existed within the White Mountains. Towards the end of the Second Age, the kingdom of Numenor sought allies in the war against Saurons forces. Isildur, son of the high king Elendil came to the people of the white mountains in search of their Allegiance. An oath sworn promise was made by the people of the White Mountains to aid in the coming wars. But when called upon to take up arms, they fled. For this, they were cursed to wander the hills until they fulfilled their pledge, and go to war for the kingdom of men.
