Phantasmal Flames wordt onze kleinste reguliere set in jaren — het zal slechts 94 kaarten bevatten vóór de secret rares! HS - Undaunted uit 2010 was de laatste reguliere set met een vergelijkbaar aantal kaarten, namelijk 90 in de hoofdset.

Wanneer de secret rares worden meegerekend, zal Phantasmal Flames uitkomen op ongeveer 130 kaarten. Daarmee is het vergelijkbaar met Sun & Moon: Crimson Invasion uit 2017, dat in totaal 124 kaarten bevatte (111 in de hoofdset en 13 secret rares).
